Convened by Texas State Senator Bryan Hughes, the hearing in the Senate Committee on State Affairs examined the relationship between federally regulated derivatives markets and state-prohibited gambling. As with California, sports wagering is illegal in Texas. Greg Abbott, a three-term governor, is up for re-election in November, along with Dan Patrick, his lieutenant governor. Patrick, who vehemently opposes sports betting, also serves as president of the Texas Senate in his current role. Several attempts to legalise sports wagering since the 2018 PASPA decision have been foiled under Patrick’s leadership.

Playtech on Wednesday published a statement highlighting what it claimed were compliance failures at Evolution, written into the Spectrum report.
Within the report, Spectrum alleged “concerns around the availability of Evolution’s games in certain prohibited markets, the regulatory implications of its practices, and the lack of proactive monitoring of its customers”.
However the report confirms that Spectrum did not believe Evolution had engaged in any illegal practices.

The bill would amend the Gambling Authority Act to align it more closely with the Financial Intelligence Act and Financial Action Task Force standards. Its memorandum says the changes are intended to strengthen anti-money laundering requirements and reduce financial crime risks.
The proposed amendments include provisions on beneficial ownership, financial and controlling interests, fit-and-proper-person assessments and know-your-customer requirements. They would also require Authority approval for the acquisition of a direct or indirect financial or controlling interest of 5% or more, unless a lower threshold is prescribed.
The bill would require most licence holders to link gambling machines and devices installed on their premises to the Gambling Authority’s statutory monitoring system. Casino and bingo licence holders would be required to install their own monitoring systems instead.
