In her letter David warned another tax increase, on top of April’s RGD increase to 40% of GGR, could increase its operational expenses for retail by £100 million annually.

This could precipitate as many as 1,470 shop closures and the loss of up to 15,900 jobs, according to figures commissioned via the Betting and Gaming Council and consultancy firm EY.

David further emphasised the impact such a tax rise would have on high street workers and communities.

This is despite various regulatory and tax headwinds across Europe.

In Q1 2025, the group reported double-digit digital growth, thanks to strong UK, Brazil and US online performances. The period marked Stella David’s first quarter in the full-time group CEO role.

David, at the time, said she was “optimistic but prudent” about Entain’s Q1 performance.

The charter also made a series of other recommendations. It suggested that companies should designate a senior member of staff responsible for governance of the technology. It additionally recommended an AI oversight or ethics committee.

The framework also urged companies to implement rollback mechanisms and “kill-switch” controls for higher-impact systems.
