The Tapeta surface will be used exclusively for winter racing, allowing Belmont to take over Aqueduct’s former winter schedule as NYRA consolidates its operations at Belmont and Saratoga.
The Belmont Stakes, which was staged at Saratoga during construction, will return to its traditional Long Island home in 2027. Belmont will also host the Breeders’ Cup World Championships in October 2027, bringing the event back to New York for the first time since 2005.
Belmont represents NYRA’s vision of a new operating model for racing in the state—a smaller, modernized venue capable of absorbing the entire downstate racing calendar. And with almost $14 million wagered on its opening card, it’s off to a flying start.

At Tuesday’s hearing, AGA Vice President Tres York testified before the committee alongside Robert DeNault, head of enforcement and legal counsel at Kalshi. The AGA, one of the nation’s most strident critics of prediction markets, argued that an event contract on the Cowboys to beat the Giants does not differ fundamentally from the same wager placed at a sportsbook.
As with California, sports wagering is illegal in Texas. Greg Abbott, a three-term governor, is up for re-election in November, along with Dan Patrick, his lieutenant governor. Patrick, who vehemently opposes sports betting, also serves as president of the Texas Senate in his current role. Several attempts to legalise sports wagering since the 2018 PASPA decision have been foiled under Patrick’s leadership.
Texas Attorney General Ken Paxton is in the middle of a heated US Senate campaign against Democratic challenger James Talarico. Paxton will be succeeded as Texas AG by state Senator Mayes Middleton, a Republican from Galveston, or his Democratic opponent Nathan Johnson, a state senator from Dallas.

This latest operation forms part of an ongoing surge in Türkiye’s efforts to curb illegal betting throughout 2026.
Earlier this year, Turkish Interior Minister Mustafa Çiftçi called illegal betting a “scourge that corrupts society” and emphasised a move towards tougher enforcement.
According to Çiftçi, the rapid growth of digital payments and cryptocurrencies has transformed illegal betting into a major conduit for money laundering.
